Depending on your disability your phone provider may provide limited access for a very small monthly fee,please contact your provider.

There is a program called Lifeline that will pay up to ten dollars per month towards your telephone service. You can access this information by going to website www.lifelinesupport.org or calling 888-641-8722. They will give you the information for your state.

Cable phone service works just like any other phone service, only the phone cord is plugged into a cable box. Also, there is a battery in the cable box so when the power goes out my phone still works for several hours.
Since cable companies are making a big push for people to switch to cable phone service their plans are often steeply discounted and could be half the price of regular phone services.
I'm in Canada using Shaw for cable, phone & internet. I find it very reliable and cheaper. I don't knkow what is available in your area, but I kow I'm happy withthe service I get.
I found my phone service with Comcast was spotty at best. Cable goes out all the time in my area and with it goes the phone. I would never put my phone with my cable or internet provider again. But, that's just me.

You can get it turned on through another service, but it might not be as good or it might have higher fees.
It's better to just wait until you can pay off your phone bill. A phone is a necessity but so is good credit.
Go ahead and pay a higher price to another service, your origional provider will probably get paid out of their fee anyways.

They're legitimate in the sense that you get conference call services without paying an up front fee, but they aren't free. You pay by the minute instead of monthly, which can be more expensive in the long run.
The only truly free conference call services I've seen have operated through the internet. Instead of calling on the phone, you download software that allows you to dial through your computer and then you speak through a microphone. Free but not convenient.

Try Tmobile home phone. It is only $10.00 per month, but you have to be a Tmobile cell client.
